To Control the corruption preventive and control measures are needed

"Reason of corruption is we get lesser than what we expect"
Today I have read the news paper, there was a news that prominent social activist Mr Anna Hajare gone on hunger strike against corruption. Before this Yoge Guru Mr Ram Dev has also started a movement against corruption. Now corruption has become most liked issue for social activist. All of the movements are designed by the people based on the successful model in other countries; these models are not designed by their own. They may be successful in other countries but it is not sure that must be successful in India. I think that we should develop a model which is self desired and not be a copy of other.
Before going in depth about the control of the corruption we should analyze the reason of corruption.
Absolutism: Absolute power makes the system corrupt. We can give some example on it. Before appointment of private venders for booking of railway tickets, there were long lines on booking windows of railway stations. There was large scale black marketing of railway tickets and reservations, but now people can purchase the tickets from private venders after paying one rupee more. It has reduced the chance of corruption. Why only government machinery is able to produce the evidence before the court? Why a private person having evidence in any case could not produce before court suo moto? Why only government police can investigate any matter? Why private detectives cannot be engaged by any party to work out the case and their records can be taken by the courts as evidence? If a dacoit is murdered by the police, governmet gives medal to the policemen and facilitate their work and if that dacoit is murdered by a private person police lodges the FIR under section 302 of CrPC why?          
 To control the corruption reduce the absolutism.
Monopoly: Though absolutism and monopoly seems to be similar but both have different meaning and affect. Where absolutism shows the power, monopoly shows the action. In offices we find that for a specific work a specific clerk is deputed. It is the monopoly of that clerk to do or not to do the work. Before computerization there was monopoly of lekhpal to issue the revenue record. He was in position to bargain to the poor people, but after computerization their monopoly ended and corruption reduces. In offices like ARTO, Treasure, Trade Tax, Income Tax, Regisry, their monopoly has makes the system corrupt.Remove the monopoly, corruption will automatically reduce. Appoint the private vendor to deposit the taxes, computerize the system, and appoint private venders for registration in all offices.    
To control the corruption remove the monopoly and promote competition. 
Reduce the DDO's: Under the name of people's participation and to control the corruption government has decentralise the system of planning and execution. It has increase the drawing and disbursing officers.All the gram pradhan,gram panchayat sachiv,and other people's representatives has gained the power of drawing the government fund. More number of ddo's more corruption.
Lesser the number of DDO'S easier to control them.                           
Develop An Incentive Based System: Government system is based on punishment not on incentive. You will get punishment if you will do this and will not do this but there is no provision of incentive for doing any work. Develop an incentive based system where a person gets incentive for their action. For example in treasure when you present any bill he put an objection when he put objection we give bribe to remove that objection, if he does not put objection he get nothing for passing the bill. If you reduce the salary and link the work with incentive corruption will reduce automatically.
Incentive will automatically improve the work. 
Change the people perception: People’s perception needs to be changed. Before 35-40 years corrupt people did not get respect in the society now only corrupt people gets respect by virtue of their higher economic status irrespective of how they got that money. In a marriage ceremony if an honest officer or politician reached by motorcycle people will ignore him and an officer or politician reached by Honda city car he will be welcomed by the people irrespective of how he purchased that Honda city.                                                                                                                        Until and unless corrupt people get respect in the society corruption cannot be controlled.
Simplify complicated rules, regulations and procedures of government machinery: Complicated procedure of government offices leads corruption. Unnecessary and old rules, regulations and laws needs to be changed. In India if you have to estabilish an industry you have to take several clearances from different offices. You have to follow various needless and complicated rules and regulations which can be managed only by following the corrupt practices.
Improve the sense of nationalism: Nationalism will balance the interest of the society and interest of a person. India had won the ICC World cup it will surely improve the nationalism and reduce the corruption.
Evaluate the Society in to to not in piece meal: Suppose in a family there are two brothers one is traffic constable and other is constable in military. How one can expect that a brother earn the money and other died for country. We cannot expect that a teacher will perform his duty and a sachiv earn money from gram panchayat.
Harsh punishment for corruption: A provision of harsh punishment, rapid disposal of corruption cases, clear cut penal provisions for corruption.
